How the working days are counted
Each month's count is its weekdays, Monday to Friday, minus any federal holiday that falls on one of them. The holiday dates come from the US Office of Personnel Management, which publishes the days off for federal employees under 5 U.S.C. 6103, including the Friday or Monday that stands in for a holiday on a weekend. Working hours are the working days times 8.
The counts are a federal baseline, not a promise about your calendar. States and cities add holidays of their own, employers close on days the federal list does not include, and other countries have different lists entirely.
